Review of the Book “Al-Siyasah wa al-Idarah fi al-Islam” by Sheikh Dr. Abdul Baqi Haqqani
On Tuesday, 16th Rabi al-Awwal 1447 AH, the Public Libraries Directorate, under the Deputy Ministry of Art and Culture of the Ministry of Information and Culture, held a review session for the book “Al-Siyasah wa al-Idarah fi al-Islam” by Sheikh Dr. Abdul Baqi Haqqani, the Director General of the National Examination Authority. The event took place in the ministry's conference hall.
The ceremony was attended by Mawlawi Atiqullah Azizi, Deputy Minister of Art and Culture; Sheikh Dr. Abdul Baqi Haqqani; Dr. Farooq Azam, Advisor to the Ministry of Water and Energy; Sheikh Sher Agha Rashidi; senior officials from various government agencies; and members of the media.
The session opened with remarks and a warm welcome from Dr. Rafiullah Samim, the Director of Public Libraries. He described the event as a proud and joyful occasion for his department, emphasizing the honor of reviewing works by such renowned scholars.
Mawlawi Karimullah Mukhlis then provided a detailed overview of Dr. Abdul Baqi Haqqani's life, education, teachings, writings, responsibilities, and struggles. He mentioned that Dr. Haqqani, the son of Mawlawi Awwal Shah, was born in 1345 AH (1966) in the Achin district of Nangarhar province. He received his initial education from his father and later pursued advanced studies abroad.
During the previous Islamic Emirate, Dr. Haqqani served in various leadership roles, including Governor of Khost and Paktika provinces, Deputy Minister of Culture in the Ministry of Information and Culture, Consular Director at the Ministry of Foreign Affairs, and Minister of Martyrs and Refugees. Over twenty years of jihad, he also served as Head of the Eastern Commission, Governor of Nangarhar, and Chairman of the Higher Education Commission. After the Islamic Emirate regained power, he was appointed Minister of Higher Education and is currently the Director General of the National Examination Authority.
So far, Dr. Haqqani has published five works, with four additional volumes ready for publication.
In his speech, Deputy Minister of Art and Culture Mawlawi Atiqullah Azizi stated, “It is a matter of great joy that we are gathered to review the valuable work of a distinguished scholar of the Ummah. This is a source of pride for the Muslim community to have such scholars among them. Along with his profound knowledge, Haqqani possesses an exceptional record of jihad and is one of the founding members of the Islamic Emirate, of whom only a few remain today. His contributions are unmatched, and I see no stronger voice capable of recording the services he has performed.”
During the event, government officials, university professors, and writers also delivered in-depth speeches about Sheikh Dr. Abdul Baqi Haqqani's life, scholarship, struggles, and literary contributions.
Sheikh Dr. Abdul Baqi Haqqani expressed his gratitude to the Ministry of Information and Culture for organizing the event. He stated, “This gathering has further strengthened my resolve. Since the time of jihad against the Soviet Union, I have believed that learning is essential for serving the nation. After extensive study, I completed this book, which offers a framework of Islamic governance that can be applied not only in Afghanistan but throughout the Muslim world.”
