Public Gathering held in Helmand on the Implementation of Decree No. 17 of the Amir al-Mu’minin (May Allah Protect Him)

On Monday, 26 Shawwal 1447 AH, a large public gathering was convened in Helmand Province by the Deputy Ministry for Publications Affairs of the Ministry of Information and Culture. The purpose of the event was to promote and strengthen the implementation of Decree No. 17 issued by the Amir al-Mu’minin (may Allah protect and preserve him).

The gathering brought together a wide range of participants, including the Deputy Minister for Publications Affairs, Muhajir Farahi; the Governor of Helmand, Mawlawi Amanuddin Mansour; officials from various Emirate institutions; respected religious scholars; university lecturers; tribal elders; writers; media representatives; and young people.

Opening the event, Mawlawi Hayatullah Yousuf, Director of Culture and Tourism at the Helmand Department of Information and Culture, welcomed attendees and explained that the gathering had been organized at the initiative of the Deputy Ministry, in coordination with the provincial department. He expressed appreciation for the strong turnout, noting that people had come together in a spirit of unity. He added that the central aim of the gathering was to ensure that the contents and importance of Decree No. 17 reach every segment of society and are effectively put into practice.

The President of Helmand University, Mr. Abu Ahmad, spoke about the importance of obedience as a foundation for social progress. He stressed that citizens should follow their leaders and conduct their lives in accordance with Islamic Sharia. He further noted that all decrees issued by the Amir al-Mu’minin are grounded in Islamic principles and consistent with the Hanafi school of jurisprudence, emphasizing that none contradict Sharia.

He went on to outline the key themes of the decree, including addressing harmful cultural practices, fostering a healthier and more just society, ensuring marriages are conducted in line with Islamic teachings, protecting the rights and property of orphans, prohibiting forced marriages, curbing excessive spending during celebrations, banning celebratory gunfire, and preventing the misuse of public resources for personal purposes.

He called on participants to fully observe the decree and help communicate its message widely, so that harmful traditions can be reduced and no one suffers injustice as a result of such practices.

In his remarks, Deputy Minister Muhajir Farahi emphasized the shared responsibility of both military and civilian officials in ensuring the effective implementation of the decree. He pointed out that responsibility begins with officials themselves, who must first lead by example before encouraging others to follow. He added that mosque imams, community elders, and individuals across society all have a role to play in supporting its enforcement.

He also highlighted the role of writers and poets, urging them to reflect the themes of the decree in their work, whether through books, articles, or poetry. Similarly, he called on media professionals to actively contribute, noting the powerful influence of media as a platform that reaches the public directly and shapes societal awareness.

During the gathering, tribal elder Abdul Salam described the decree as highly beneficial, observing that communities have long been affected by harmful customs. He expressed his full support for its implementation and pledged to help ensure its message reaches all members of society.

Other speakers shared similar views, underscoring the importance of the decree and affirming their commitment to supporting its effective implementation.
