International Standard Book Number (ISBN) Registration and Dissemination Procedure

The necessity

Article1:

This procedure has been established for better regulation of registration and dissemination/distribution of ISBN for its applicants.

The acronym

Article2:

For the purpose of this procedure the International Standard Book Number is called ISBN.

Terminology

Article3:

The following terminologies for the purpose of this procedure carry their related meanings:

1.      Office of Registration and Distribution: ISBN registration and distribution centre, authors rights (copyright) Sub-Directorate;

2.      Authors Rights Department: the authors rights (copyright) Sub-Directorate of the Directorate of Planning, Policy and Foreign Relations;

3.      The Directorate of Planning, Policy and Foreign Relations:  the Directorate of Planning, Policy and Foreign Relations of the Ministry of Information and Culture;

4.      The applicant: the applicant for registration and receiving of ISBN.   

Making Application

Article4:                                                                                                                                                                                                         (1) the applicants, including the publisher or author of a book or their legal representatives may make application for registration and receiving of ISBN to the Ministry of Information and Culture.

(2) The application indicated in paragraph (1) of this Article, shall be submitted to the Directorate of Planning, Policy and Foreign Relations, and through them referred to the authors rights (copyright) Sub-Directorate of the mentioned directorate.

 

Publisher’s corporate identity

Article5:     

The Directorate of Planning, Policy and Foreign Relations shall refer the ISBN applicant to the MOIC, Directorate of Publications. The Directorate of Publications will express its official view on publisher’s legal identity based on documents.

Authors or their Legal Representative

Article6:   

Where the applicant is the author or legal representative of a book, he/she may regardless of the provisions of Article 5 of this procedure and in accordance with other articles of the procedure receive ISBN.

Distribution Form

Article7:   

After ensuring the applicant-publisher’s legal identity, the registration and distribution Section based on applicants application shall issue ISBN registration and distribution form to be completed by him. Based on the procedure, the applicant shall provide the information required to the registration and distribution Section and for completion of the form.   

Applicant's Responsibility

Article8:  

When making application for receiving the ISBN, the applicant shall provide the following to the registration and distribution Section:  

1-      Title of the book; sub-title if any

2-      Serial No;

3-      Author; Role Code(s) Author’s Name(s);

4-      Edition(s);

5-      Volume/ No of Copies

6-      Language or languages of the text of the book

7-      Logo; trademark under which the work is being published;

8-      Publisher’s name; a person or organization who owns the mark on date of publication;

9-      Producing country, with the use of Countries Codes based on ISO 6613-1;

10-  Publication date; first publication with ISBN required by  ISO 8601(day/month/year);

11-   Original ISBN when the work is part of that, if any;

12-  Other information like: details, national ID number, contact No and e-mail address of the applicant.  

Evaluation of the Form

Article9:

(1)   Registration and Distribution Office shall evaluate the form completed by the applicant

(2)   When the information is entered correctly, the Registration and Distribution Office, based on ISBN guidance, shall distribute ISBN to the applicant within 5 working days.  

Rejection of the application

Article10:

When the information entered into the form is incorrect or incomplete, the Registration and Distribution Office shall reject the application within two working days and inform the applicant of the matter.

Distribution/ Allocation of ISBN

Article11:

When an applicant based on Articles of this Procedure enters correct information into the ISBN form, the Registration and Distribution Office, based on ISBN guidance, shall allocate/distribute ISBN to the applicant within 5 working days.

ISBN issuance

Article12:   

ISBN issuance to the applicant takes place with the signature of the Minister or a person with delegated with such authority by the Ministry; therefore the relevant office shall get the competent authority’s signature for the issuance of ISBN, and distribute it to the applicant.

ISBN Guide

Article13:   

For the purpose of public awareness the Registration and Distribution Office shall provide public access to the ISBN Guide.

 

Amendment

Article14:   

The Articles of this procedure may be amended with proposal by the Registration and Distribution Office via the Directorate of Planning, Policy and Foreign Relations and approval of the Minister of Information and Culture.    

Enforcement

Article15:  

This Procedure shall be enforced upon its approval by the Minister of Information and Culture.
