Department of Publications

The department of publications and public relations began its activity in the framework of the then Ministry of Information and Culture during the reign of Mohammad Zahir in 1964.

The magazines of “Balkh”, “Folklore” and “Kahol” or “family” were active in the framework of this department that every one of these magazines were publishing issues relating to propagation of culture and praise worthy traditions of the people of Afghanistan and were enjoying from good and worthy privileges.

The “Kahol” magazine only was publishing issues about good relations of families, initial methods and social relationships.

The Folklore magazine publications were summing up on folkloric articles and was enjoying from high preferences.

During the government of Sardar Mohammad Daud Khan, despite the abovementioned magazines, Anis, Hewad, Islah, Jamhuriat and The Kabul Times dailies were also publishing in the framework of publications department.

After the collapse of Daud Khan Government and establishment of communist regime in Afghanistan, despite the said dailies, the publcications such as Haqiqat-i-Inqelab-i-Saur were also publishing.

Gul Ahmad Farid, Azim Lemar, Jahesh for two round, Yehya Khoushbeen and Azim Shahbal were the heads of publication department.

Despite of these publications, Afghanistan Annual also began its second round of publications.

After the fall of Dr. Najibullah government and taking the throne by mujahedeen, the first head of publication department was Jalal Farhikhtah.

After the collapse of mujaheddin and taking power by Taliban, the publication department was active in the framework of ministry of information and culture and its publication was active in the name of “Shariaat” and was the publication organ of ministry of information and culture and its first head of publications was Mullah Hanifi.

Within the interim administration and transitional government, the first head of publication department was Nasir Abdurrahman and then Shah Zaman Worez Stanizai and hereafter Pakteen and Najiba Maram respectively.

The duties department for publications:

1-     Arrangement of monthly, quarterly and annual plan in accord with general plan of the ministry to attain the goals determined by administration.

2-     Overseeing and evaluation of government and non-government publications and propagation institutions which are active inside of the country for observation of media law and principles of journalism.

3-     Presentation of reporting standards and arrangement of publication regulations for performance of media activities including domestic and foreign ones inside of the country.

4-     Analyzing and evaluation of political, economic, social, cultural and artistic changes from newspaper, reports, articles and the photos belong to Afghanistan for presentation of reformative considerations to improve and expand culture and information.

5-     Determination of orders for gifting prizes in the fields of printing and pictorial publications in the framework of media standards and moral of journalism.

6-     Control over knowhow of work and activity of propagatory institutions, printing houses and propagatory institutions related to printing industry and control of quality of contents of statements and printing activities according to related rules and legal regulations.

7-      Concentration and evaluation of news and information in regard with promotion of programs and activities of government organs for their publication.

8-     Over-seeing on propagatory and publication activities of foreigners residing inside of the country in collaboration with organs concerned.

9-     Studying and research in the field of world media propagations and confiscation of methods they act accordingly as well as presentation of suitable methods to counter it if necessary in cooperation and coordination with concerned administrations.

10- Administration and leading of journalists and newsmen professional educations for expansion of  information countrywide with cooperation and coordination of capacity-building promotion ward.

11-  Performance of other duties which are surrendered to him by the authorities according to law, regulations and goals of ministry.

 

Formation department on publications

Office of overseeing on publication of printing media and public relations:

This office performs its duties according to bill of duties and enforced laws of the country in collaboration with colleagues of general directorate of evaluating dailies and public relation, general directorate of foreign publication evaluation and general directorate of control from bill boards as follows:

1-     Playing the role of linking bridge between people, press and government based on principles of journalism and support from freedom of expression and democracy, work for realization of democracy through press, laying impact of criticism setforth in the press and attraction of attention of authorities incharged for the removal of problems published in the press, communication of requirements and demands of people published in media to the incharges concerned in capital and provinces of the country, propagation of culture of acceptance criticism, bringing reforms and removal of shortcomings.

2-     As for the drafting of plans and policies and timely and effective programs through government responsible authorities, giving awareness about public opinion and development of political security, economic and social situation is a must, so, considerations and public opinion as well as development  of situation in various fields published in mass media should be communicated to authorized authorities as soon as possible.

3-     Work for maintaining order, security, stability and national unity that sometimes, it its possible with distribution of books and illegal publications, the same would be disturbed.  

  Work for prevention from tribalism and religions, traditional and lingual dissensions and prevention from metamorphosis of history and geography  of the country with turning-over of printed books and works that are importing from overseas in domestic and foreign languages in various fields and vice versa are sending to abroad through official channels for evaluation to evaluating commission of foreign publication and evaluating of books exhibited in the exhibitions launched by foreigners in Kabul and prevention from exit of manuscripts and unique books to abroad through official  channels according to the related commission evaluates foreign publications based on mass media and national interest.

To realize this goal, distribution of book and printing works are illegal and should be prevented.

4-     Work for evaluation and investigation of sign-boards and advertisement tableaux installed in the city in cooperation with commission amend the sign-boards and advertisement signboards.

5-     Overseeing from printing media.

 

Unit of evaluation of dailies and publication relations

-          Management and organizing of control and evaluation of printing media.

-          Copying of critics and problems setforth in the press of the country and dispatching of related cuttings that should be include of official letters to the incharges concerned.

-          Awaring of authorities about public opinion and development of situation through dispatching of cuttings from viewpoints, proposals and the issues belong to development of situations published in the press of country.

-          Exchange of experiences for improvement of printing media especially government ones.

Maintaining contacts for the purpose of establishment of harmony and giving awareness.

Unit for evaluation of foreign publications

 

-          Holding sessions around evaluation of books and printing works that are importing from overseas.

For prevention of importing books and those publications are in contradiction with the law of mass media and national interests.

-          Control over books and works that are dispatching abroad by incorporeal and substantial persons through official channels.

-          Completion of official process, referring of evaluated books and printing works to related persons and resources.

-          Maintenance relations with importers and exporters of the books.

-          Establishment of effective mechanism for registration of books and printing works that are officially received by resources concerned.

Unit for Overseeing of Signboards

 

-          Prevention from publishing of alien culture in signboards of markets, stores and other sections.

-          Holding of coordinating sessions with commission of amendment of signboards and tableaux of advertisements for control, supervision and amendment of signboards and tableaux of advertisements.

-           Prevention from publishing and installation of signboards that are in contradiction with  language and culture of the country.

-          Overseeing and investigation from signboards and tableaux of advertisements installed in the cities along with commission amends signboards and advertisements tableaux.

-          Maintaining of contact with resources concerned and signboard manufacturers for adopting preventive measures according to the instructions of commission of amendment of signboards and tableaux of advertisements for prevention from printing of signboards and tableaux of advertisements.

-          Distribution of reformative guidelines for improvement of signboards and tableaux of advertisements.

Unit of media, institutions’ registration and export

 

General directorate of media and institutions’ registration and export is one of most effective directorates in the framework of General Department for Publication and public Relations.

The formation of General Directorate of media and institutions’ registration and export of media permit is include of general director 4th rank, the printing media registration directorate 5th rank, media institutions registration directorate 5th rank and audio-visual media registration directorate 5th rank.

The main duty of this directorate is preparing necessary ground for proceeding and sending of arranged documents to organs concerned for further executions.

Likewise, investigation of documents which demand permit based on the law of mass media and regulation and its referring to the mass media commission for making decision.

After agreeing, this commission is tasked to send the letter belong to security and royalty rights of permit considered.

This directorate is duty-bound to send the permit of following  media activity and institutions:

1-     Newspaper-royalty right 10000 Afs, security right 50000 Afs.

2-     Weekly royalty right 8000 Afs, security right 20000 Afs.

3-     Monthly royalty right 5000 Afs, security right 15000 Afs.

Audio-visual media department

 In collaboration with general directorate of overseeing on audio-visual media and general directorate of overseeing on sites, this department performs its duties as follows:

1-     Arrangement of daily, monthly and annually working plan in accord with the plan of overseeing department on publication of media for attaining the goals of administration.

2-     Draft and development of policy and publication regulations for improvement of the process of giving information through mass media.

3-     Establishment of effective mechanism for registration and draw out audio-visual networks and internet sites programs and its offering to the ministry office and media violation commission.

4-     Maintaining relation with resources concerned (national radio-TV, ministry of communication and information technology and national security) for the removal of publications faults.

5-      Analyzing and evaluation of programs and audio-visual and sites publications for acquaintance of common place and immoral programs.

6-     Giving information and report around publication of mass media to the media commission for adopting of its upcoming measures.

7-     Maintaining working relation with all audio-visual media for improvement of publication quality and establishment of coordination among media and ministry of information and culture.

8-     Giving useful consultation, to the incharges of media for implementation of mass media law.

9-     Recognition of those media that majority of their programs be in accord with mass media law, culture and sharia, so that to be appreciated and encouraged.

10- Attending in meetings held by media violation commission for displaying of violation strips by audio-visual networks.

11- Execution of other duties that are given by authorities according to the laws, regulations and aims of related organs.

Beside evaluation of audio- visual media is the duty of this department, the process also is completed by the latter.

Application to the office of ministry:

-          Taking order from deputy ministry for publication affairs and public relations.

-          Taking order from publication department on related branch of evaluating office of audio-visual media.

-          Registration and checking of media name in data-base.

-          Receiving of forms.

-          And the list of requirements of the said media.

-          After filling out the questions being dispatched again to media evaluation department.  

-          Writing of letter to general directorates of national security and revenues.

-          Preparing the documents for the commission of mass media.

-          Confirmation of mass media commission.

-          Writing of letter to administrative and financial department for delivering of money of royalty and security.

-          At the end, a letter to be dispatched to ministry of communications and information technology.

-          After receiving of frequency the permit of publication to be submitted to the person who is incharged.

-          This department gives the permission of four audio-visual media (TV, cable radio and website).

-          After processing media permit from publication department, the media are supervised.

-          The monitoring department established to cheque media in ministry of information and culture in branch of publications and public relation department.

-          If violation taken place through publishing of common place programs, official letter be given to media.

-          Giving awareness to media about holidays and mourning, etc.

-          Giving letter for publishing of special programs in special days.

-          Supervision from websites and cable networks.

-          Investigation from problems of media.  

Information about General Directorate of Media Database

 

As it was necessary and lack of such section was felt in Formation of Publication and Publication Relation department that fortunately it was established in 2014 under the title of General Directorate of Media Database.

After instruction of Deputy Ministry of Publications and head of Publication and Presidency of Publication in connection with formation and material necessary for establishment and design of media database, we did to establish database. All necessary issues were considered in varieties of statistics.

After establishment, the media database did to register 90 percent audio-visual and printing media from among them:

-          Newspapers

-          Weeklies

-          Monthlies

-          Quarterlies

-          Annuals

-          Periodicals

-          Bi-Weeklies

-          Cultural centers

-          Public Media

were registered and are enjoying from all statistics and information.

Within establishment of media, effort was made the name of media not to be repeated.

It is mentionable that so far, about 1950 media have been registered and edited.
